Silica "Frac" Sand Reports and Resource List


     On March 20, 2012, the County Board adopted an amendment (moratorium) to the county zoning ordinance, Ordinance #12-03-03, prohibiting the following: expansion of existing nonmetallic mining operation, processing of applications for new permits of nonmetallic mining operation, and issuance of new permits of nonmetallic mining operation. As part of this moratorium, effective March 29, 2012 through October 31, 2012, the DHHS and Veteran’s Committee was tasked with studying possible health effects associated with nonmetallic mining. The Public Health Unit in the Department of Health and Human Services is assisting the Committee with this task by collecting and analyzing information on this topic.

     At the June 25, 2012 meeting, the Department of Health and Human Services (DHHS) and Veteran’s Committee discussed and approved sharing credible information gathered by the Public Health Unit with the public so residents would have access to the same materials being provided to the Committee.

There are several purposes for this resource list:

  1.     It serves as a starting point for people seeking a general understanding of crystalline silica and silica “frac” sand, especially as the topic relates to local issues and events in Buffalo County.
  2.     It allows public access to documents submitted to and/or studied by the Buffalo County DHHS/Veteran’s Committee.
  3.     It helps to form a common body of information for all people to reference as they discuss crystalline silica and silica “frac” sand and make informed decisions.

The list is not intended to be all-inclusive and will be a work-in-progress. It should be assumed that a good faith effort has been made to include credible resources from multiple viewpoints. We are open to reviewing credible sources you suggest and encourage you to make use of the community services offered by area public and university libraries (see contact information at the end of this list).
